Well, it is clear that the people of Pittsburgh know how to party! This dude either came from a fun rave or was getting ready to cosplay. We do not know which one is closer to truth, but the latter is more interesting. Does anyone have any idea where he was going? We are willing to bet that he was trying on different Big Bird costumes when the camera rolled up and snapped a photo of him.
