Nope, the role was specifically invented for the series. Her character became so popular that in 2010 it was introduced in the Action Comics #893. Chloe is even referenced in the Man of Steel movie.

Color Scheme
In nearly every single of the 217 episodes, Tom Welling is wearing some variation of red, blue, and yellow. Whereas Michael Rosenbaum is wearing purples, greens, and whites. This was intentionally done in order to reflect their comic book counterparts.
